Beginning 1 June 2026, Immigration New Zealand is extending minimum English language requirements to applicants for ANZSCO and NOL (National Occupation List) skill level 3 roles.

Currently, this requirement only applies to skill levels 4 and 5. This update aims to foster better workplace integration, ensure migrants fully understand their employment rights and obligations, and reduce the risk of non-compliant employer practices.

Here is a breakdown of what you need to know about the new rule and the transitional arrangements in place.

What are the Changes?

Historically, only lower-skilled roles (levels 4 and 5) required formal proof of English proficiency. From the start of June 2026, anyone applying for a level 3 role must also prove they can speak and understand English.

Applicants can meet this requirement through:

  • Citizenship

  • Prior qualifying work or study in an English-speaking environment

  • Passing an approved English language test

Note for Employers: This rule applies to all skill level 3 visa applications submitted on or after 1 June 2026, even if you received your employer Job Check token before this date.

Key Exemptions

The new language mandate does not apply to:

  • Global Workforce Seasonal Visas

  • Peak Seasonal Visa AEWV applications

  • Job Change applications (for those already on an AEWV)

Transitional Arrangements: Are You Affected?

To ensure fairness for individuals already contributing to the New Zealand economy, Immigration New Zealand has introduced targeted transitional arrangements. No current visa holder will be affected retrospectively while their visa remains valid.

You are exempt from the new requirement under the following conditions:

Scenario: Do you need a new English test? Your current AEWV expires on or before 1 December 2026, and you are applying for a further skill level 3 visa. Exempt (Gives you a buffer period to arrange testing later). You have already provided evidence of your English ability in a previous AEWV application. Exempt (Previous evidence carries over).

For everyone else applying for a skill level 3 role after 1 June, you will need to obtain and submit your official English language test report before your visa expires.
